What Makes a Matchup Bad or Good for Rise?
Rise primarily operates neutral in two steps:
Set up long range pressure to make an approach safe
Approach the enemy with long range coverage to start close-range pressure and mix
Most, if not all of Rise's bad matchups have the ability to interrupt the first step of Rise's neutral gameplan reliably. These options usually involve quick long range punish tools (Yukari arrows, Margaret spear), large normals (Mitsuru 5A/5D, Narukami 5B), and speed (Yosuke, Aigis).
These qualities in a character generally provide the means necessary to prevent a Rise player from using her persona moves effectively in neutral, even at long ranges. This means that Rise cannot create safe approaches for herself, and must instead operate neutral on the opponent's terms in most cases. With Rise being at disadvantage at fullscreen and at midrange, this leaves Rise at disadvantage for the majority of the match until she can get in.
On the contrary, matchups where Rise can reliably set up long range pressure without fear of interruption are very good for Rise, Kanji being a prime example. While you may need to worry about tackle or zio, generally Kanji has very little that he can do against a Rise setting up long range pressure like scan or arrow rain. Because of this, she can approach when she needs to reliably, and back off if she wants to. This is also generally true for her other really good matchups like Akihiko and Chie.
One of the best things an opponent can do to counter a Rise is to never let her get started. Essentially, your opponent's goal in the matchup is to suffocate you and never let you get anything set up.
Similarly, the best thing you can do is to stick to your opponent like glue when you actually start your close-range pressure. Depending on the matchup, the one time you manage to get in on your opponent may be the only time, so be sure to take full advantage of these opportunities.
